In a mixing bowl, combine the skirt steak with 1/2 cup of low-sodium soy sauce, 2 tablespoons of honey, 2 teaspoons of minced garlic, and 1 tablespoon of rice vinegar. Mix until the beef is well-coated. Let it marinate for at least 15 minutes to absorb the flavors.
In another bowl, whisk together the remaining 2 tablespoons of soy sauce, 4 tablespoons of honey, 2 tablespoons of ketchup, cold water, and cornstarch. This will be the sauce that thickens beautifully during cooking.
Place your wok or skillet over medium-high heat and add the neutral cooking oil. Allow the oil to heat up until shimmering.
Add the marinated beef to the skillet in a single layer. Sear the meat for 2-3 minutes on each side until browned and cooked through. Remove the beef from the skillet and set it aside.
In the same skillet, add the snow peas and stir-fry for about 2 minutes until they are bright green and tender-crisp.
Return the beef to the skillet and pour the prepared sauce over the mixture. Stir well to coat everything evenly. Cook for an additional 2-3 minutes until the sauce thickens.
